Russian corruption: crooked officials steal multi-billion-dollar company, $230M tax refund, then murder campaigning lawyer

In Canada we worry about appeasing & big corporations with tax incentives. In Russia, they just steal your company & kill you. Does Canada really need to give away tax dollars as incentive to do business in Canada with options like this?
